Northampton County TCAP - Treatment Continuum Alternative to Prison
Program Outline
TCAP is a Drug and Alcohol Treatment-Based Intermediate Punishment sentencing alternative for Level 3 and 4 drug and/or alcohol dependent offenders.
This intensive, drug and alcohol treatment based Program is available for offenders who are in need of long term, highly structured drug and alcohol treatment and supervision. This alternative includes a flat period of incarceration, followed by an intermediate punishment sentence which includes residential treatment, followed by a clinically driven continuum of care. To assist with the transition back to the community, the program uses electronic home monitoring, drug screens (sliding scale costs) intensive outpatient treatment, intensive probation judicial supervision, case management based on the Drug Court Model.

TCAP Eligibility
The Drug and Alcohol Treatment-Based Restrictive Intermediate sentences are county IP sentences directed toward offenders falling within levels 3 or 4 of the PA Sentencing Guidelines, who are dependent on drugs or alcohol.

Levels 3 or 4 of the Sentencing Guidelines.

Priority will be given to Level 3 & 4 Offenders charged with drug offenses or Driving Under the Influence.
All other charges will be considered based on availability of program funding. Mandatory drug sentences will be considered.

Ineligible Offenses

Process - Northampton County TCAP is funded by the Pennsylvania Commission on Crime and Delinquency. The primary goal of this program is to reduce recidivism by treating the underlying issues related to crime, while holding the offender accountable for their crimes.
